- Port service can be established via a Transportation Worker Identification Card (TWIC) and through the Maryland Port Administration’s eModal or other transportation monitoring system. Please send a copy (front and back) of your TWIC card as an attachment to your application, and carefully complete the “Company Information” section of the application because information provided in this section will also be used to prove port service.
- The program provides up to $35,000 toward a newer truck.
- This program requires owner-operators to purchase a truck with a 2017 engine model year or newer. This will generally be a 2018 or newer model year truck.

- Each truck must meet the eligibility requirements for replacement.
- Trucks must have an engine model year of 2009 or older.
- Trucks must have been owned for at least two year, verified by the date on the title.
- The truck must be “street legal.” This means the truck must be drivable on the date that it is scrapped. This also means the truck must have a current registration and insurance.
- The title must indicate “No Liens” or have a “Lien Release.”
- The truck must be drivable and in service on the date that it is scrapped.

- Trucks must be owned by the applicant for at least two year before the truck is eligible for this program.
- Old trucks must be drivable on the day of scrappage.

- A copy (front and back) of a Transportation Worker Identification Card (TWIC) for the driver of the truck.
- A copy of the current truck title and registration.
- Proof of insurance.
- A photograph of the current truck with license plate clearly legible and a side photo of the truck.
- A letter showing you have been pre-approved for a loan to cover the remaining cost of the new truck.
After completion of scrappage and purchase of the new truck, the applicant must provide a Maryland MVA title (or other state) or Registration AND invoice for new truck. This information is used to confirm service at the port for one year after program participation.
